Clarify legislation re carbon monoxide and smoke alarms in rented

New legislation introduced in October 2015 requires the following:
– all residential properties to be supplied with one smoke detector per floor.  This is superseded by any licence requirements (e.g. HMO licence’s)
– all properties, which have solid fuel systems, are required to have carbon monoxide detectors
