Websites are hosted all over the world.  So it makes no legal difference who builds the sites or where it will be hosted.  However you will still need to comply with the relevant e-commerce regulations, data protection legislation, and (if you sell to consumers) consumer protection legislation.  Also, ensure that the copyright and other IP rights are owned by you, which requires a written contract with the web-designer.
